Electric Service Rates

This is our standard electric rate for the majority of our residential customers, as other rates require special conditions. Service is also available for church and farm customers.

Seasonal Service Charge

Seasonal residences will be charged $50.00, plus taxes, to turn service off and $50.00, plus taxes, to re-establish service. Charges will be higher if the work is required at a pole or on the street. The service rates above will be in effect while the service is on.

Basic Service
A charge to cover costs for meter reading, billing, equipment and maintenance. This charge is the same regardless of how much energy is used during the billing period.
Delivery Charge
Our charges for transporting electricity across our distribution system to your home, whether it is purchased from us or another supplier.
Temporary Deferral Recovery Surcharge
Surcharge to recover deferral amounts.
Legacy Transition Charge (LTC)
An adjustment to bills of all delivery service customers reflecting the costs, or benefits, of electricity supply contracts the Company entered prior to June 1, 2001. For residential customers, the LTC also includes the benefit of low cost hydropower and a Residential Consumer Discount payment, both from the New York Power Authority (NYPA).
Delivery Charge Adjustment
An adjustment for Standard Rate Service customers which provides partial financial protection against the fluctuations between actual cost and the forecast cost of electricity supply upon which rates are established. We do not earn a profit from the electricity supply that we obtain for our customers.
SBC/RPS (System Benefits Charge/Renewable Portfolio Surcharge)
These charges reflect costs associated with mandated public policy programs—low income assistance, energy efficiency programs, and certain research and development programs including the advancement of renewable energy resources.
Transmission Revenue Adjustment
A rate mechanism that compares actual transmission service revenue received by us with the forecast transmission service revenue used, in part, to develop electric delivery prices. As a result of the monthly comparison, a difference determined in excess of the forecasted transmission revenue is refunded to customers, and a difference determined to be less than the transmission revenue is collected from customers.
Electricity Supply Charge
Our charges for electricity supply are based upon market conditions during the billing period and will vary depending on where you live or do business. If you choose an alternate supplier, the price will be what you agreed upon with that supplier. If you have an alternate supplier and have concerns related to the Electricity Supply charge portion of your bill, please contact your supplier. If you do not choose an energy supplier, we will supply your energy.
Electricity Supply Reconciliation Mechanism (ESRM)
A mechanism that reconciles electricity supply revenues for the month to the market cost of electricity purchased by the Company. Costs in excess of revenues are collected from customers and revenues in excess of costs are credited. For most residential and small general non-demand service, the ESRM includes the cost or benefit of hedging contracts the Company entered into on their behalf.
Customer Service Credit
A credit applied for customers who choose an electricity supplier other than us.

Eligible residential electric customers can take advantage of a voluntary time-of-use option (“SC-1 VTOU”) which includes both time-of-use delivery and commodity rates.

Who is eligible?

SC-1 VTOU rate is available to residential customers with an account billed under SC-1 or SC-1C residential electric service classifications. Please refer to page 2 of your bill to see your service classification. If you enroll in this program, you will no longer be classified as an SC-1 or SC-1C customer, you will become an SC-1 VTOU customer.

How does the rate work?

The SC-1 VTOU rate includes three rate periods: on-peak, off-peak and super-peak. Delivery rates are charged based on your on-peak (including super-peak) and off-peak usage, and commodity rates will be charged based on your on-peak, off-peak and super-peak usage.

As an SC1-VTOU customer, you are billed for electricity based on your kWh usage in each of the above periods. However, during the summer super-peak hours, capacity charges that are typically included in eight hours of the weekdays will be aggregated into only four hours of the summer weekdays, which will result in higher supply charges during the super-peak hours of 2pm to 6pm.

Do I need a special meter?

Yes, as an SC-1 VTOU customer, you require a time-of-use meter. SC-1 VTOU customers are charged a monthly fee of $3.36 to cover the cost of the enhanced metering necessary to record the usage in the three time periods.

How much can I save on this rate?

The savings on this rate depend on the appliances you own and your ability to shift usage to the off-peak period from the on-peak and super-peak periods. Since these factors will be different for every customer, we can't guarantee that your electric bill will be lower on this rate when compared to the SC-1 standard rate. However, if you reduce your electric use during the on-peak and super-peak periods, you have the opportunity to lower your annual electricity costs. It is important to note the VTOU rate is an annual program and customers should not rely on month-to-month comparisons to measure savings, but rather year-to-year comparison.

If you own a plug-in electric vehicle ("PEV"), and receive supply service from National Grid, you have the option of receiving a one-time comparison of one year of charges on the SC-1 VTOU versus the SC-1 standard tariff (excluding the incremental customer charge of $3.36 per month and the hedge adjustment component of the Electric Supply Reconciliation Mechanism). You must provide verification of a PEV by sending us a copy of the vehicle registration at your residence. The comparison will be based on the 12 month period beginning with the bill period following the Company's receipt of your vehicle registration. If this comparison indicates that you would have paid less on the SC-1 standard tariff rate, the Company will provide you with a one-time bill credit for the difference. At that time, you may choose to stay on SC-1 VTOU or move to the SC-1 standard tariff or the SC-1C Optional Large Time of Use rate.

Can I opt into this rate if I am with an ESCo?

Yes. You will be charged the applicable on-peak and off-peak delivery rates and your supply will continue to be billed in accordance with the terms of your ESCo agreement.

Is there a minimum amount of time I have to stay on the VTOU rate?

You will be required to stay on the rate for one year. At the end of the year, you can opt to move back to the SC-1 Standard tariff rate or to the SC-1C Optional Large Time of Use rate.

How is the Residential VTOU rate different from the SC-1C Optional Large Time of Use Rate?

The SC-1C rate was originally a mandatory time-of-use rate for large residential and farm service customers, but was subsequently changed to an optional time-of-use rate for residential customers. This rate was not created with electric vehicle customers in mind and the time periods developed for the SC-1C rate class generally favor large use customers like farms and religious institutions. In addition, the SC-1C rate has one delivery charge for all kWh usage, but includes three time periods with seasonal distinctions for the pricing of commodity.

System Benefits Charge
These charges reflect costs associated with mandated public policy programs—low income assistance, energy efficiency programs, and certain research and development programs including the advancement of renewable energy resources.
Revenue Decoupling Mechanism
A rate mechanism that compares the annual actual delivery service revenue received by us with the forecast delivery service revenue received. As a result of the annual comparison, a difference determined in excess of the forecasted delivery revenue is refunded to customers, and a difference determined to be less than the delivery revenue is collected from customers.
Incremental State Assessment Surcharge
A surcharge or a credit to recover the Temporary State Energy And Utility Service Conservation Assessment pursuant to Chapter 59 of the Laws of 2009, Public Service Law §18-a.
Dynamic Load Management Surcharge
The Dynamic Load Management Surcharge provides for recovery from customers of costs incurred by the Company, and approved by the Commission, for demand response programs to ensure reliability needs are met.

Basic Service Charge
A charge to cover costs for meter reading, billing, equipment and maintenance. This charge is the same regardless of how much energy is used during the billing period.

Our charges for gas supply are based upon market conditions during the billing period and will vary depending on where you live or do business. If you choose an alternate supplier, the price will be what you agreed upon with that supplier. If you have an alternate supplier and have concerns related to the Gas Supply charge portion of your bill, please contact your supplier. If you do not choose an energy supplier, we will supply your energy.
Merchant Function Charge
A charge to reflect the costs we incur associated with the procurement of gas supplies. This charge will not be billed to you if you choose an alternate supplier.

This service class is available to residential customers who otherwise qualify for service under Service Classification No. 1, using Distributed Generation Technologies including but not limited to fuel cells and micro-turbines used to generate electricity for domestic services.

  • Service is Firm Service
  • Customers may purchase Gas Supply from National Grid or from an alternate provider
  • Service is not available to customers eligible for service provided under Rule 18 of PSC No. 219 - Gas Fired Emergency Electric Generation.
  • The distributed generation technology must be installed and fully operable prior to taking service under Service Classification No. 13
