Rhode Island Renewable Energy Growth Program Welcome to the Rhode Island Renewable Energy (RE) Growth Program!

The RE Growth Program was formed pursuant to Chapter 26.6 of Title 39 of the Rhode Island General Laws under the recently enacted Clean Energy Jobs Program Act. Available to eligible renewable distributed generation (DG) projects, the RE Growth Program enables customers to sell their generation output under long-term tariffs at fixed prices. Small-Scale Solar Projects
Applicants may enroll via an interconnection application. You may apply for the Program by clicking on the Interconnection Process Webpage link in the Submission of Bids section below. Click here to view the currently available capacity in the Small-Scale Solar Renewable Energy Class.


Solar (Greater than 25 kilowatts), Wind, Hydroelectric, and Anaerobic Digester Projects
Applications must be submitted during the two-week Open Enrollment. Applicants are required to apply for the Program using the web application link in the Submission of Bids section below.

Small­-Scale Solar Continuous Open Enrollment

Applications for Small-Scale Solar Projects may be submitted by completing an interconnection application and other required forms located on the Interconnection Process Webpage.

In accordance with Section 3.2 of the Rhode Island Renewable Energy Growth Program Solicitation and Enrollment Process Rules, applications for such projects must be submitted electronically using the web application. If you submit an application but wish to make changes, you will need to re-submit a new application via the online web portal during an open enrollment period. If multiple applications are submitted for the same project, the application submission with the latest timestamp will be evaluated by National Grid for the current open enrollment. All prior application submissions for that project will not be evaluated.

Prior to utilizing the web application to submit your bid, please refer to and complete the checklist items below that will be needed in order to fill out and submit your application online (note that PDF files of these checklist items must be uploaded into the web application):


  • A valid (signed by applicant and National Grid) Interconnection Service Agreement or Impact Study for Renewable DG (ISRDG). Save this as "Attachment 1 - RI#######" (your RI Interconnection Unique ID #).
  • Existing hydro generation project material financial investment documentation, if applicable. Save this file as "Attachment 2 - RI#######" (your RI Interconnection Unique ID #).
  • Project Segmentation and Tax Credit Eligibility Affidavit. Save this file as "Attachment 3 - RI#######" (your RI Interconnection Unique ID #).
  • Assessor's maps. Save this file as "Attachment 4 - RI#######" (your RI Interconnection Unique ID #).
  • For Shared Solar Medium-Scale Solar Projects, a completed Customer Payment/Credit Transfer Form. Save this file as "Attachment 5 - RI#######" (your RI Interconnection Unique ID #).
